In the late 1800's, Walter Beard moved to Poteau from Cameron. He was originally a farmer while in Cameron. After he moved to Poteau, he opened a blacksmith shop. After running the shop for several years, Walter Beard began trading in real estate.
Walter Beard was the president of the school board in 1899. Also around 1899, Mr. Beard gave land and $500 towards building a new Baptist Church.
Walter Beard was the third mayor of Poteau. He served as mayor from 1901 to 1902. During his administration his main efforts were in the organization of the business of Poteau. After his term ended, he attempted to develop Cavanal Hill. He dug a large well, built summer homes, and sold lots on the hill. With his orchards there, he advertised it fr a summer resort.
